Virginia's fire season is legally codified into two windows, spring from February 15 to April 30 and fall from October 15 to November 30. Blue Ridge and Shenandoah forest, along with the mountainous terrain of southwest Virginia, hold the state's primary fuel load. Virginia backs this up with an actual regulation, its 4 PM Burning Law, which prohibits outdoor burning before four in the afternoon during spring fire season. The rule is built around a simple fact, that afternoon humidity recovery is the main natural defense against an escaped debris fire, and it represents one of the more concretely codified regulatory responses to the leaf off dry fuel pattern shared across the Appalachian region.
